eeerrr...massage good anot depends on wat u think is good. the one and only time i been to cesar hotel spa....massage was average, ger was new so "skills" not really there yet....wat U mean by any "good" masseus to recommend? massage skills or extra services? dont know about windsor hotel becasue never go there before.
