U r Bangkok permanent resident of course u dun mind tipping the PPS.
Most people visit Bangkok occasionally for work or holidays staying less than a week so, to me, it makes no sense to tip the PPS because all he does for me is call the girl's number over the PA system.

To me, tipping is up to the individual. If the papasan service is very good and attentive and still remembers you after long period of time, it is worth giving him some tips to appreciate his service.;)

What service? I've never seen a papasan give any good suggestions. They usually choose whatever girl is paying him to promote her. Then they sit and bug you with bullshit most of the time.
