I guess every foreign visitor (Hongkongers inclusive) that goes CP for recreational purposes wants as little trouble as possible. Most important thing to the visitors is enjoyment. The police and the 'police' knows about this and it gives them the opportunity to make some quick money out of this.
as far as i know , the china anti-prositution law is like this
both man and woman detained at police station
usually the fine is about 5000 rmb, offical receipt will be given with the police officer stamp and chop
the particulars of the man and woman will be taken down and recorded
in the event the fine is not paid or you are not able to pay
the law allows them to detain you in police custody for 5 to 15 days
not a conviction but a stain in your record
