Imo, not necessarily Hdb top floor.. As long as it's not commonly used. U need to recee the place first, of course.
My fb don't stay at top floor, but location is a corner unit.
At the side is the stairwell which never used by anyone other than perhaps garang guni that walk down the stairs in afternoons.
Only resident upstairs, downstairs or opposite her unit will walk to the lift on the main corridor and won't even look at the stairwell.. unless of course, got interesting sound
Sometimes before sending her home, I'll have quickies with her there..
