Why does it seem to me that Singaporeans, who I observe/IMHO are generally very level-headed and good at spending money sensibly whilst at home - SEEM to be such profligate spendthrift when out mongering in other countries? Much more so than people from other countries...maybe with the exception of Malaysians.

No offense meant at all and I do hope that nobody take offense, but I do see this in Chang Ping/Southern China and your comments makes me wonder if my home turf is not the only place where this happens.
