That is correct. In most border crossings (ie customs checkpoint), the officer is king and he is entitled to err on the side of caution with no reprimand from his superiors. If the visitor has hotel bookings, return ticket, sufficient funds, there is no reason to turn her back.
But bear in mind Tet is just around the corner and many WLs are desperate to make some last minute quick bucks in SIN so that they have the "face" to return to their kampung with iphones, ipads etc. And the customs are aware of this.
