I could be wrong but I have arrived at this conclusion. If u need to ask, means u need to pay (especially for foreigners).
For me, as long as its not 4- or 5-star, I never ask. Just check in. Later my gal join me, show ID at counter. Thats it. End of story. If they say anything more...I just grumble... ngu wa (that's stupid)... and walk off.
