You ask "nearest", I'd say I Hotel pub. Both PR and PL (Booking Out). Very expensive, good, but probably not worth the price.
Don't limit your range to "nearest". Take a taxi or ojek and explore. Nono has compiled the most detailed (or so far the only, ehehe) list of places in Batam. Read it, wear a Warrior mask, and start your battle since the first day. Happy hunting.
Meters are still an unknown object here. Some Blue Bird around, however. You can negotiate 30k for a taxi to go around Nagoya and Jodoh, but 40k is more likely, and 50k is standard to/from Harbour Bay to/from any place in Nagoya, or from a disco/pub to your hotel at night.
It does not matter if it's only 500m ride like from Newton to Nagoya Hill: if you are with a girl and you want to go back to hotel, she will not want to walk on high heels, she will not want to take an ojek, and the taxi will charge you 50k taking advantage of your weak position. If he will try to take more than 50k to take you back to hotel from Newton, it's a scam attempt. 50k is already very generous and includes a good tip for night service.
