The hotel guy more likely called the ward's security police to alert him of the foreigner renting a room. The police told him it was OK to rent. Looks like not too many foreigners go out to those districts.
There was no real model at the hotel. There were many complaints of fake pics with girls in Phu Nhuan and Go Vap. The mamasan was afraid that whoring to foreigners would make Vietnam lose face and incur the wrath of local police. Also any complaints by foreigners to local police will be dealt with very severely and she could land in real deep shit. That's why she demanded $100 just to blow you off.
I would get very pissed off waiting long time for girls only for fuglies to show up. I would punish them severely for cheating me, including giving her tel and URL to local police, and perhaps claim I was robbed and raped by fuglies? OK. Maybe that's stretching it a bit.
How did a nice, knowledgeable, helpful guy like me get - 35 points in this forum? I am asking the mod to investigate this injustice.

I'm not sure if I'm talking to a clone or the real LSW. Maybe shocked was too strong a word. Taken aback. Yeah it doesn't add up. The girl came downstairs to my room (room 805 (?!?!?!) ) on the first floor (called '2nd floor' in America btw -- not the ground floor but up one flight) and went back upstairs into some room up there, I think one flight up. That's where the mamasan seemed to be cuz I got the call right after the girl was back in her room again. Yeah I don't get too upset, it seems to just be what you get sometimes. It actually didn't occur to me to call the police.
If that was just your everyday bait and switch, man those people are evil cuz that girl in the pics looks 1000% better than the one that showed up. I think it would be humanly impossible to say OK to the girl that showed up if you were expecting the girl in the photos. It set a new bar for my "off the charts" -- most extremely wrong fake pics ever. Or maybe tied it. The previous one also on PXL. I'm 0 for 2 in PN/PXL.
