option 1: Ask somebody to take the sim + a phone to Philippines, send a text "Roam On" to 333
option 2: This only works if you have registered your smart sim: go to
http://smart.com.ph/corporate and login and turn on or off roaming.
option 3: Email to smart, hoping the world class call center - BPO / outsourcing center of the world - understands what you want.
option 4: Well, none, other than an attempt at Smart office staff to enable for you in Lucky.

All providing you are using Smart Roaming SIM
And by the way, if you don't load the sim every 3 months or so, it may expire. You can load from SAM machine, or using Singtel Pre paid share-load, or Smartpinoy.com online, or Pasa Load Cards bought from LP
