I have not tried it before,but according to what i read online,i think a tourist may still be able to buy an indo sim card (w/o the initial registration) BUT it would last about 2 weeks before the sim card is forfeited. For those who has already got a sim card and got blocked,they can unblock it by end of April 2018.
Thats what i read. I will be making more enquiry upon reaching Harbour Bay.

According to a friend,that was a weekday that cost him about 1.5 hour of waiting time.
