Chagall is pretty much a "lonely hearts" club for Japs expats. They come, chit chat with the girl, and nothing happens. You need to sian the girl and all depends on kung fu. Was there last night, did manage to sian my "companion", met for lunch today and had a bit of slap and tickle with a promise of "more" after she finishes her shift today.
