Yes it means exactly that, cos if you have already spend 14 consecutive days travelling overseas before returning to Singapore & have not fell sick yet, it would be considered safer to allow you to SHN at home since the incubation period have more or less lapse (unless u sway sway 2nd last day before return go & kena ), lesser than that then u need to go to Garment facility liao 
One main reason they do this so as not to overload their Garment facilities 
If like that can forget about travelling until they lift this CCB mandatory SHN liao

Stay sg 3m alr. Go vn one day n back also consider more thn 14days mah. Also can shn at hm.
