Nothing is set in stone and no such thing as barred "forever".
Afaik they cannot re-enter for xx years if they want to remain in the same industry..... but may be allowed in as tourists / lawful employment (on case by case evaluation) after serving the blackout entry ban period.
There are existing examples of ex-WLs returning to SGP as wives of Singkies and living happily as new citizens with their family. Oldtimers may even recall this ex-GL cat150 Malaysian WL..... who quitted GL.... went back to KL to serve her blackout period and returned to SGP to marry one if her customer. She is now the laoban niang of a motor repair workshop..... dunno if the customers know of her past history but I am sure many GL oldtimers will surely remember and recognise her.
