Usually for legal houses WLs without any adverse reports/incidents during their stint..... 3 yrs. (does not mean automatic entry after 3 yrs.... but means they can apply for visit pass and be considered. Those not yet 3 yrs no need to apply as any application by them will straight go into the reject tray - no consideration or appeal).
Some ex-WLs need to serve 5 yrs..... because of T&C they agree with AV when working in SGP.
Those who broke the law or have adverse records or deported back..... their blackout period is ..... up to the authorities (may even be permanent for serious cases).
