There is no law that says the OKT cannot fuck the WLs and AV will not take any action if the sex was consensual.

However most OKTs will refrain from fucking their own girls because of superstition.... thai brothels pray to the Penile God and it is considered taboo for the boss to fuck the WLs. They believe misfortune will fall onto that brothel. Even if the boss is not superstitious but the WLs will resist the boss advances as most thai WLs pray a lot and are superstitious by nature.
