Ask your partner to see an ENT specialist, I had that problem for years despite being fit and having regular runs + gym. Turns out I had 3 blockages in my nasal passage which was genetic. Best $450 I ever spent in my life.

I was advised to learn to sleep with a CPAP machine and although it was awkward in the beginning, I got used to it and now I always sleep with it. a CPAP machine eliminates snoring completely, and my partner is super happy now.

Not saying that CPAP is the best solution for your partner, but it is well worth the money to ask him to see an ENT specialist, to get an accurate diagnosis and treatment. The one thing that made me hooked on CPAP (which is honestly a good thing) is that my sleep has become super efficient - I need no more than 6 hours of sleep and I now sleep throughout, not ever waking up and I always wake up feeling fully refreshed.
