I am not lao jiao.. new bird but I think I can help to answer your questions since all the lao jiaos are away enjoying themselves..
1) it is very subjective.. depends on individual.. but for some hotels, they are girl-friendly.. like Sunflower or M2M or Tan My Dinh located in District 1 (though i saw in a few posts that some got rejected, case to case basis I presume).. I didnt had any problems except that my girl have to leave her ID at the reception.
2) If you are talking about the currency used in the hotels, either one will do.. If you charge to your credit card, there will be a 5% surcharge (applicable to Sunflower, others not sure). If you are talking about currency used in HCM, either one will do.. but most ppl will change money either in the airport or in the city center.
3) Also can, but not advisable.. Once you reach there, see the mei meis, you will regret sharing rooms for SURE!!!!!!
4) This one very subjective.. There are girls in HCM who can speak English and Chinese, minority though.. Knowing tieng viet will be an added advantage.
