This was why ICA kept it open-ended and hence they have the leeway to approve or not to approve any renewal applications. The reason they insisted on her staying in Singapore during the period of the PR is to ensure that she is a valid contributor in our economy and not those WL that needs the PR to ensure that they are on the "safe" side when being checked.
Most applications and renewals are handled by humans, hence each result of the application may differ from another even tho the situation might be the same, just as the same some criminal laws are still subject to the interpretation of the presiding judge even tho its already in black & white
Actually quite a number of the foreigners do not know that they can actually apply for Citizenship on their own once they already have the PR for some time

, maybe fortunately for us......
