Found an even cheaper option--if you walk from Lisboa to StarWorld, crossing the street above ground, you can run into a a small group of casually dressed PRCs who only charge 500, but you use your own room. They give out their mobiles on little pieces of paper so you can arrange a later time. Naturally quality much lower, the ones I saw ranging from 5 to 6.5, but several were quite young, probably 20-24
