OK, seriously.... helmets are very mandatory here now. You're likely to get stopped by the police without one, have to pay a fine. Lots of people ride scooters with no license but they're cracking down on that this year. The penalty is steep: they confiscate your bike for an entire month and you have to pay fines to get it back -- and you will not be able to get it back sooner.
If you have a license in your country, it's possible to get the VN license pretty easily -- lots of places in the Pham Ngu Lao backpacker area can do that for something like $40US. If you have no license there's a guy I know who can do it for $160 US. (a lot but he's the only one in town who does that one)
