This is easy--it's the old Lisboa (not the Grand). In the evenings about 20-30 just walk back and forth on the ground floor. If you want to take your time choosing without being hassled by them, you just have a coffee or snack at the little restaurant, which is also where the FL rest their feet. Standard price of $1000, not negotiable downstairs, tho if rtf you can pre-negotiate. Some girls have OKTs, that's why price hard to negotiate.
At least when I gambled, other casinos had small handful at any time, though the FLs I thought were most visible at Venetian. Also Venetian has food court, and you can also catch some in there. But Lisboa by far has the largest #FL
If you want cheap FL, there are literally streetwalkers between Lisboa and StarWorld (closer to latter). They often come in for the evening from ZH and so only there from the evenings. Lower quality, lower price ($400), but usually 1 or 2 ok looking.
