Prostitution is legal in Singapore. However vice-related activities are not; namely
1) public solicitation for the purpose prostitution
2) living on the earnings of a prostitute eg. pimping
3) maintaining a place of assignation eg. an unregulated brothel
4) obtaining the sexual services of a person under 18 years of age
Singapore's legislation does not expressly states what is legal, only states what is illegal, in the relevant Acts, Penal Codes, Charter's etc
The only reason I could think of why prostitution is legal in Singapore is to keep sex-related offences low.
The recent raid is prompted by residents' complaints and media reports.
