Ok.. in order to give quality advice or experience, you need to be more detailed..
1) You said you appealed for her TWICE, but never write in? then via which avenue you appealed and on what grounds?
For my case, I was angry because my wife was rejected at the customs.. So I went down to ICA and spoke to the officer, in one of the interview rooms.. I was advised to write in a formal letter/forms provided by the ICA to be a guarantor and it will take ard 1 month or so as they need to validate whatever I have said..
However, after a month, my appeal was rejected and after gg down, they advised me to send in another letter which I waited for another month or so and the result was the same.. So in the end, everything is fruitless
The only way for my wife is to come in and by providing the date of ROM and all my personal particulars to the ICA. The gist of my answer is you cannot do anything except to wait and wait and wait.. spend numerous hours at the ICA, waiting to speak to an officer for 10 mins and all they ask you to do is to write in.. and then you wait again..
