i have been to bkk during songkran . it is actually not completely 100% shut down - still will have some places open , but very much quieter . selection much less , so if you are very picky about who you are prepared to fuck , then not really a good idea .
if you are young and not too bad looking , go to the clubs and places where the young thai girls celebrate songkran (prepare to get very wet - they will sell the small plastic neck-bags to keep your handphone so wont get spoilt) and try your luck to pick up?
