You are correct. Most GO-GO bars in BKK and also in Pattaya operates as you describe (at least from the last time I was there). Paying the BF (which is a fixed amount) only goes to the bar for her release but must pay the gal another cost (which is not a fixed amount and must be negotiated with her).
AC is done differently, the BF is an ALL-INCLUSIVE-COST. Anything else like tips, buying her dinner, taking her barhopping, etc etc. is based only on your own generosity (or not).
And just as many others have mentioned (including me), you should best ask her what she will be willing to do for you if you plan to BF her as sex is not 100% guarantee as she could be a Cherry gal or just not into you at all.
