JB in my personal context is not as safe as batam, perhaps becos I am not familiar with the scene there.

In JB malaysia, when a fat lamb was being spotted and marked, the robber will hurt and rob the victim. You can always hear news about singaporean being robbed in JB due to the high crime rate and the lack of security control.
But in Batam or may be other parts of indonesia are different, majority of the poor people and the unemployed tends to beg or minta for money. Even if they are not given any money, they will not hurt the person. It is probably in their culture that they treat people with respect.
However, in indonesia only have big riots (i.e year 1998) or demonstrations by the rakyat especially in the big cities like jakarta or surabaya.
Batam, Bali and the Riau islands are considered by many indonesians as the safest place in indonesia that is free from social unrest.
Statistic study have also shown that normal crime rate in Indonesia is very much lower than in malaysia.
Therefore not to worry too much about safety issue but it will be good not to expose valuables and keep a low profile at all times.
