That is due to some executive order, being challenged in court by the customs officers anyway .. wait for it to go back to normal.

And it is funny how they are enforcing some of the new controls - BI / Customs officers are not allowed to "LOITER", BI / Customs officers are barred from Public canteens during their work hours (nobody said about their off hour)
The bottom line is, if you pay them peanuts, they will grudgingly keep quite and then find some other way to 'enhance' their pay .. Something PNoy and all congressmen are blindly ignoring ..
When an average pay is 30,000 peso before deductions for a hundred and one purposes, (which filipinos accept is as norm - including payment for PRC, this, that and all ) .. a foreigner with a possibility of 30,000 peso rip off is like 'come and get me .. '
Same goes for Filipinos travelling overseas, as well as kababayans goes back overseas, seen as easy money ..
