Depending on the time... a lot of Thais living in Rangsit, Laksi, Don Meuang use the road and toll to BKK center to work. It will take more than an hour or sometime 2 hrs to reach the other side of the airport. Also note, this road connects north Thailand, thousands of vehicles heading north and back to BKK using this road, esp weekends.
Toll fee to the other side of the new airport will be about 100THB plus.
It is better to land in the new airport to save time if going Pattaya but if going BKK itself, both are almost the same except 1 is new, another is old
