Please be advised that we are now needed to fill up the "embarkation card"(departure card) before you proceed to the immigration counter. Last time they don't have this right? Correct me if I'm wrong.

Fill up the card before you line up for the immigration counter. Many were caught off guard including me and had to line up again. Sigh...
