Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory at 12:45 HKT 23/Jul/2012
The Strong Wind Signal, No. 3 is in force.
This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.
At 1 p.m., Severe Tropical Storm Vicente was estimated to be about 250 kilometres south-southeast of Hong Kong (near 20.2 degrees north 115.0 degrees east) and is forecast to move north-northwest at about 12 kilometres per hour at first. Vicente is forecast to move west-northwest later and in the general direction of the coast of Western Guangdong.
