Yes, it's true. She needs to show the Thailand visa to leave China. Usually I will bring my mm to HKG first and fly from HKG to BKK than can apply the visa-on-arrival at BKK Airport. FYI it can take more than an hour in BKK airport for the application, alternatively you can opt for the express application for a fee.
Oh need to add that my girl already have VISA to visit HKG. So I can use this way.
So for your case, if she does not have, better to apply the BKK VISA first in China.
