Not been to Cebu .. for fishing trips .. but .. AC is a pussy heaven, vs Cebu (from those friends who had the luxury of doing detours there .. ) the choice are limited and selective .. though in Cebu, you get better and unpolluted stock 
Maybe you can ask Z, look up in the New Angeles Thread - he can give some insight as he a frequent traveller to Cebu..
