I asked a Pinoy bartender in Clarke Quay who used to work in the Manila airport.... he says BLO stands for Black Label Orders.
How the term came about is like this..... when the BI receive the faxed copy of the manifesto of the arriving flight passengers..... they cross check with their list of offenders on the computer.... when a name comes up as a hit..... it is tagged and pasted onto a Johnny Walker Black Label bottle and sent to the immigration room near the immigration counters. When the wanted man presents his passport to the immigration officer.... he will be instructed to "collect" his bottle of black label at the room. Once the guy confirms it is his name on the bottle..... he is detained and referred to the relevant authority that issued the instruction to blacklist him.
