Should the Vietnamese government values usd more than vnd it is possible.
Unless Vietnamese government insist on using vnd to do transactions else it is pretty difficult to be sustainable at present prices as inflation is bound to set in.

Simple thing , the lower the demand for vnd , the weaker the dong.
