if u take the airport taxis on arrival :-
terminal 1 - meter
terminal 2 - flat fee
terminal 3 - 2 queues , flat fee and meter
terminal 4 - meter
terminal 1 to 3 arrival is different levels to departure, no way u can make mistake if u stay on departure level and look for taxis sign
terminal 4 is the only terminal where departure n arrival same level but still the airport taxi queue line is quite clear, the departure drop offs r somewhere near the gate at terminal 4.
regarding people jumping in, easy solution, tell the taxi driver to lock all doors when he on the meter. actually locking all doors is good practice anywhere u take a taxi in manila.
