Yes it's all included! I precise that the facilities are no luxury at all (i.e. shower room), but rooms are good. On top of it we were two laoweis only customers arriving there around 4 am and they did not even try to scam us! You put your clothes and valuables in a locker and pay when you go out, so the girls don't even have the opportunity to ask for a tip!
