I think you are really looking for "space cards" - which are SIM cards that are pre-registered to folks who left Singapore a long time ago.

If so there is, usually around $50-100 and need connection before they even sell you.

get a simple nokia 3G phone that you can remove the battery
search around for a sim card that is plug and play, be prepared to pay
only use as and when you need

when i have been doing all these years is i have 2 numbers.

one number is for family, friends, for general use. this number sim card is the one from the so called monthly subscription type, use in a smart phone.

another number is simply for chionging purpose. if let say wan to exchange number with the FL, or wan to call girls, i will use this number. this number is a hi-card type, use in a non smart phone. a simple phone that can send sms n make call will do. while not chionging i will off this phone most of the time.
