Under Malaysian State Law, Khalwat only applies to Muslims (there are no similar penalties under Civil Law), so if your friend isn't Muslim then you simply have to state categorically that police have no jurisdiction to arrest him.

Malaysia police may try to trump up charges of Indecent Behavior, but that is difficult to prove since it needs to be in public and not behind closed doors.

Sorry to hear that your friend was too scared to react properly and got taken advantage of.

Well, heres my fair share of humble thoughts.
After visiting a couple of FL here, i share the same thought as TS but however hor try as a experience la.

Its like u drive a car. U pump local Esso, SPC, Shell or Sinopec or u cross the border into JB & pump the cheaper petrol ultimately its yr wallet that speaks, local FL gives u a homely feel. No language barrier, many local FL are very friendly. Another example u sianz of eating bak ku teh in sgp u wanna eat herbal bak ku teh in Jb another experience also. My sincere advise is u project yr spendings to seek exciting adventures anywhere lor.

For the price of a chirashi don i could eat 4..maybe 5 plates of cai png but satisfaction is different. Not that i think the price of local FL is justifiable but i personally avoid those tom yam in JB..dark skin, silicon boobs, baby damage, black nipples...can't do the deed for me
