To get to Balai from Batam, you need to go to the domestic ferry terminal in Sekupang. I think there are about 3-4 ferry services daily, the last time I took few mths back was the 9am one.
Cost around Rp.20k or less per 1 way.

Hourly to Tg Pinang, + dunno 1 or 2 trips to Balai, but will take much longer time to go Balai fr Punngur then via Sekupang.
